The European Union has launched the project “Support for Migration and Asylum Management in Ukraine” to foster migration management in the country in accordance with best international and European practices. 

The European Union allocated EUR 27.2 million over the next three years. “This is the biggest ever EU project on Migration Management in one of the Eastern Partnership countries,” said H.E. Ambassador Hugues Mingarelli, Head of the EU Delegation to Ukraine.

The project is implemented by the International Organization for Migration (IOM) and was designed to support the State Migration Service (SMS) and the State Border Guard Service (SBGS) in increasing the efficiency and the effectiveness of service provision to the citizens of Ukraine and foreigners. The SMS will benefit from a deep institutional review and new human resources setting that will improve the performance of the agency. It will also receive equipment and software to protect personal data of Ukrainians and foreigners. The SBGS will be better equipped to ensure fast but secure border control especially at the border with the EU. With the support received through the project, both agencies will work the more and more together to guarantee to Ukrainian citizens’ and foreigners’ security and mobility at the same time. Also, the improved efficiency of both agencies will decrease the costs of migration-related services in the long run.

“This project is about human rights, efficiency of the government agencies, and security. On one hand, we will save migrants from lengthy and stressful uncertainty about their future. On the other hand, improving the processes and management systems, means that the whole migration management will be ready to better adapt to unexpected threats of the current world,” said Ambassador Mingarelli.

Over the course of the project, the SMS and the SBGS ongoing reforms will be supported by expertize on anti-corruption, legal affairs, IT and migration management.

In addition, migration dynamics will be regularly monitored in order to define a baseline for further improvement of migration management and policy development.
