International Organization for Migration (IOM), Mission in Ukraine, on 02 March 2018 issues a Request for Proposals (RfP) for External Financial Audit Services (hereinafter referred to as the “Services”) of the project “Integration and Stabilization Support through Livelihoods for IDPs and the Conflict-Affected Population in Ukraine”, supported by the Government of the United Kingdom of Great Britain and Northern Ireland, acting through the Department for International Development (DFID).

The bidding procedure will be conducted based on the rules of IOM Ukraine.

The total bid price shall be quoted in United States dollars (USD). If proponent submits a proposal in other currency than USD – it will be converted to USD in accordance with UN operational rate of exchange as of the tender closing date

All the payment will be made in the Ukrainian Hryvnia (UAH) in accordance with the UN operational rate of exchange as of the date of payment

All proposals shall be submitted compliant to the terms and conditions of the Request for Proposals. IOM Ukraine reserves the right to reject proposals that are not compliant to the bidding terms and conditions.

Auditing firms who want to participate in this tender should submit their proposal by 16:00, 16 March 2018.

Proposal shall include all the essential document as specified in the RfP . 

In case the proponent plans to engage a sub-contractor in order to complete the terms of reference of the Services, the proponent is required to submit all the technical and financial documents of the proposed sub-contractor.

All bids shall be submitted in sealed envelopes properly labelled with the information below:

Subject: External financial audit services for the project “Integration and Stabilization Support through Livelihoods for IDPs and the Conflict-Affected Population in Ukraine”

Tender: UA1-2018-114.

Proponents may request for clarification(s) on any part of the RFP. The request must be sent in writing through email and sent to iomkievtenders@iom.int stating in the subject “UA1-2018-114 – [name of the Proponent (without brackets)] – request for clarification”, at least 5 (five) calendar days before the set deadline for the submission and receipt of Proposals. IOM will respond in writing or by standard electronic means to the said request. 

IOM reserves the right to accept or reject any proposal and to cancel the selection process at any time prior to agreement award, without thereby incurring any liability to affected Bidders.
