International Organization for Migration, Mission in Ukraine, (IOM-Ukraine) on 21st of March 2017 announces a public tender for External Financial Audit Services (hereinafter referred to as the “Services”) for the project:  “WASH Assistance to the Conflict-affected Communities in Non-Government-controlled Areas of Ukraine” funded by the Ministry of Foreign Affairs of Norway (MFA-Norway).

The bidding procedure will be conducted based on the rules of IOM-Ukraine.

The total proposal price shall be quoted US Dollars (USD). Payment shall be made in the invoice currency according to IOM exchange rate on the date of payment.  The rates can be downloaded here https://treasury.un.org/operationalrates/OperationalRates.php.  

All proposals shall be submitted compliant to the terms and conditions of this bidding exercise.  IOM-Ukraine reserves the right to reject and or all bids that are not compliant to the bidding terms and conditions.

Auditing firms who want to participate in this tender should submit their bids by 10:00 on 29^th of March, 2017. The bid should include copies of auditing firms’ statutory documents, registration certificate, copies of the original documents to authorize providing of such type of services, list or references from the most prominent clients and other according to the requirements stated in the bidding documents. All documents needs to be signed and stamped.

In case the proponent plans to engage a sub-contractor in order to complete the terms of reference of the Services, the proponent is required to submit all the technical and financial documents of the proposed sub-contractor.

Proponents based in Kyiv shall submit their proposals in sealed envelopes marked “Proposal for UA1-2017-174” at IOM Ukraine Office located at 8, Mykhailivska St., Kyiv, 01001, Ukraine, on or before 10:00 hours, 29 March 2017.   Proponents based outside Kyiv shall send the soft copies of their proposals (stamped and signed) to iomkivetenders@iom.int on or before 10:00 hours, 29 March 2017.  No late proposal shall be accepted.

IOM reserves the right to accept or reject any proposal and to cancel the selection process at any time prior to agreement award, without thereby incurring any liability to affected Bidders.
