International Organization for Migration, Mission in Ukraine, (IOM-Ukraine) on 25^th of February 2019 announces a public tender for External Financial Audit Services (hereinafter referred to as the “Services”) for the Regional Programme against Traffikcing in Human Beings. Phase II funded by the Ministry of Foreign Affairs of Norway (MFA-Norway).

The bidding procedure will be conducted based on the rules of IOM-Ukraine.

Rules, requirements for bidding documentation, instructions for the participants, terms of reference and standard form of the Service Agreement can be downloaded here.

The total bid price shall be quoted in Ukrainian Hryvnia (UAH). Payment shall be made in the Ukrainian Hryvnia (UAH) as well. If proponent submits bid in other currency than UAH it will be converted to UAH in accordance with UN operational rate of exchange (https://treasury.un.org/operationalrates/OperationalRates.php ) for the tender closing date.

All bids shall be submitted compliant to the terms and conditions of this bidding exercise. IOM-Ukraine reserves the right to reject bids that are not compliant to the bidding terms and conditions.

Auditing firms who want to participate in this tender should submit their bids by 12:00 am, Monday, 25^th March 2019. The bid should include copies of auditing firms’ statutory documents, registration certificate, copies of the original documents to authorize providing of such type of services, list or references from the most prominent clients and other documents according to the requirements stated in the bidding documents. 

In case the bidder plans to engage a sub-contractor in order to complete the terms of reference of the Services, the bidder is required to submit all the technical and financial documents of the proposed sub-contractor.

All bids shall be submitted in sealed envelopes properly labelled with the information below:

Along with sending the hard copy of the original bid, Bidders shall deposit the electronic versions of the bid documents (scan copies) on a free file hosting service (Dropbox, Google Drive, etc.) which does not require registration and shall send the link to the folder containing the bid’s documents to iomkievtenders@iom.int no later than the tender’s deadline as specified above. The subject line of the e-mail containing the link for the electronic bid download shall clearly indicate the following:

UA1-2019-1714 – [insert full name of the Bidder] – Electronic bid

IOM reserves the right to accept or reject any proposal and to cancel the selection process at any time prior to agreement award, without thereby incurring any liability to affected bidders.
