CALL FOR PROPOSALS

The International Organization for Migration (IOM)/the United Nations Migration Agency is an intergovernmental humanitarian organization established in 1951, with a longstanding presence in Ukraine since 1996. IOM and its partners have been committed to responding to the needs of the internal displaced populations (IDPs), other vulnerable populations including migrants and conflict-affected host communities in Ukraine and the region.

In the framework of IOM response to the Humanitarian Needs of War-Affected People in Ukraine, IOM invites interested organization/actors who have license or certification to provide comprehensive Health Care Services to IDPs in Ukraine to engage with IOM for its comprehensive Health Care Services through static and Mobile Health Team along with Health Promotion and wellbeing activities. The interested organization/actors are requested to develop a proposal for the provision of health care services for Ukrainian IDPs and the host community in their respective locations with extension to the oblast. Proposal should be guided by the below objectives and results.

Objective 1: Improve access to and utilization of essential primary, secondary and tertiary health care services for IDPs and host communities in Ukraine.

IPs interventions should contribute to improve the quality of health care services delivered by the supported Static and Mobile Health Teams and HFs (Health Facilities) as well as referral to secondary and tertiary level.

Priority geographical areas are mainly Eastern, Central-West, Southern and North macro-regions and should targeted IDPs and host community populations in these respective regions.

Objective 2: Contribute to strengthening the national and local health system to be able to respond to health needs of IDPs and conflict-affected host communities in each region.

IPs interventions should help to strengthen health systems and clinical support for local Ministry of Health structures including trainings and renovation/ equipping Government health facilities.

Objective 3: Contribute to preparedness and respond to outbreaks of communicable disease and other hazards, including potential risks during winterization and vaccination.

IPs interventions should contribute to enhanced community-based mechanisms, systems, and capacity for surveillance, monitoring reporting. The intervention should include outbreak response.

Objective 4: Promote health and wellbeing at individual, family, community level and support family visit.

IPs interventions should help to:

a. Improve knowledge of the functioning of the health services available in each oblast and district where beneficiaries are located.

b. Increased demand and utilization of health services (general clinical services including, child health services, maternal and new-born health Services, management of communicable and non-communicable diseases, mental health services, COVID-19).

c. Improving IDPs and host community knowledge and practices in terms of communicable and non-communicable diseases prevention and the importance of vaccination.

The proposal should be a minimum of 2,500 words and a maximum of 3,500 words. The project proposal must include a detailed budget and shall be emailed to the same email address above.

Late Proposals shall be rejected.

IOM reserves the right to accept or reject any proposals for, and to cancel the EoI process and reject all proposals for at any time prior to award of selection and Contract, without obligation to inform the affected organization/actors of the ground for IOM action.
