International Organization for Migration (IOM) Mission in Ukraine

  1. Background

The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The full-scale war has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighboring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. According to the Government of Ukraine, over 800,000 houses have been damaged or destroyed since the start of the war, with thousands of people now living in collective centers or damaged buildings unable to provide adequate protection against harsh weather conditions during the upcoming winter season. The harsh weather conditions, limitation in accessing functioning markets for solid fuel, stoves, winter clothes, and other winter essentials, and increased proximity in confined environments increase health risks especially among vulnerable populations such as older persons, pregnant women, young children, persons with disabilities or chronic disease.

IOM is rapidly scaling up Shelter, Water, Sanitation and Hygiene (WASH), and Non-Food items emergency intervention and 2022-2023 winterization strategy in Ukraine. The intervention includes direct and in-direct relief items distribution which aims to address needs of internally displaced persons (IDPs) and other affected people in priority locations across Ukraine in a timely and accountable manner.

IOM invites interested non-governmental organizations and nonprofit agencies wishing to participate in implementing above mentioned activities. With this call, IOM seeks to establish a pool of partners with capacities and willing to contribute to IOM Emergency Response Mechanism through the prepositioning, distribution and monitoring of non-food item (NFI) kits, basic WASH supplies, emergency shelter kits (ESK) and core winterization relief-items, including solid fuel, insulation materials and heating appliances. The partner(s) to be selected through this Call for Expression of Interest are expected to manage the daily operational project activities under IOM’s overall guidance and supervision.

  1. Expression of Interest submission guidelines

The Application must be submitted through mail before 00.00 AM, 7 October 2022 to the following address: iomkyivtenders@iom.int or if the size of file exceeds 5 mb place electronic versions of the documents on an open file exchange service (Dropbox, OneDrive, etc.). Late Application will no longer be considered. Please, indicate clearly in the subject line of an e-mail the Call for Expression of interest UA1-2022-3056 NGO _name of NGO.

A detailed description must be provided on how the requirements specified in the Call for Expression of Interest (CEI) issued by IOM will be matched by the capabilities, experience, knowledge and expertise of the Implementing Partners

The Application must be submitted in the English and Ukrainian languages and in the format prescribed by IOM within the CEI. All required information must be provided, responding clearly and concisely to all the points set out. Any application which does not fully and comprehensively address this CEI requirements may be rejected.

The Application document should comprise of the following:

a) Cover Letter

b) A copy of this Request for expression of interest duly signed on all pages by the NGO / or NPA’s authorized representative

c) License and the organization’s profile with full CV and organization structure

d) Financial Strength / provide Annual turnover or bank statement for last two years.

Applications shall be evaluated in accordance with the following criteria:

Proven track record of successful implementation of in the in-kind supplies preposition, needs assessments, distribution and monitoring, shelter repair and rehabilitation, and WASH emergency assistances. Previous experience in solid fuel and heating appliances distribution activities in Ukraine is desirable.

Technical Expertise on proposed project especially in the area of implementation, including staff and assets capacity

Experience working with humanitarian needs responses is required. The implementing partner should demonstrate knowledge and experience on distribution Shelter materials and/or non-food items (shelter/NFI) and Water, sanitation, and hygiene (WASH) items.

Applications may be modified or withdrawn in writing, prior to the closing time specified in this CEI. Applications shall not be modified or withdrawn after the deadline.

The Implementing partner shall bear all costs associated with the preparation and submission of the Application and IOM will not in any case be responsible and liable for the costs incurred.

IOM at no occasion will ask an application fee from Partners.

All information given in writing to or verbally shared with the Implementing Partners in connection with this CEI is to be treated as strictly confidential. The Implementing Partner shall not share or invoke such information to any third party without the prior written approval of IOM. This obligation shall continue after the selection process has been completed whether or not the Implementing Partner application is successful.

IOM will treat all information (or that marked proprietary/sensitive/financial) received from Implementing Partners as confidential and any personal data in accordance with its Data Protection Principles.

The Implementing Partner by submitting an application gives consent to IOM to share information with those who need to know for the purposes of evaluating and managing the proposal.

IOM reserves the right to accept or reject any Application, and to cancel the process and reject all Applications, at any time without thereby incurring any liability to the affected Implementing partner or any obligation to inform the affected Implementing partner of the ground for IOM’s action.

All applicants will receive written notification, within the two weeks after the deadline for the submission of Expression of Interest, of the outcome of the selection process. Should an applicant request further clarification, IOM will provide a response explaining the transparency and integrity of the selection process undertaken.

IOM reserves the right to decline disclosure of the specificity of decision derived by the IOM mission due to reasons related to confidentiality.

IOM reserves the right to accept or reject any Expression of Interest, and to annul the selection process and reject all Expression of Interest at any time, without thereby incurring any liability to the affected Implementing Partners.
